In a period of heavy growth, Moshea’s 11-year resume, first as city engineer and then as city administrator, is not marked with great achievements. Ultimately, the Board of Mayor and Aldermen must be held accountable for the person in that leadership post, and it also failed to do its job.

And they failed again.  In a most epic way.

The motion has been made and seconded regarding the acceptance of the resignation of Mark Moshea. Aldermen have expressed concern over his departure pay not being enough and three members voted no. They felt he was not being paid enough after his years of service. In a 3-2 vote, the separation package was not accepted.

  4. What I understood at the meeting tonight was 3 of the Aldermen disagreed with Mark Moshea’s package deal due to the time he put in at the City of La Vergne and that it wasn’t enough. He apparently agreed to the deal…so whose money is it anyway….his!!! Have these 3 Aldermen forgot all the wrong he has done the residents of this city over the 11 years? Did they not read the DNJ news article regarding these “wrongs”? I don’t know what he got but I would say it should be more than enough….that’s my 2 cents…

I for one don’t want him back…he should have been let go with the Tom Hailey and Gary Dooley law suit 2 yrs ago. The “good ole boys” covered up for him way too long…and should have been gone then….

  5. Thanks Nikki for asking that question — This is exactly why Senna should NOT be a mayor (let alone OUR mayor). This appears to be a set-up-behind-closed-doors scheme to get Mark out the door (which, from what i hear she has wanted him out the door for years. Let’s see…why not try to force him to resign by paying him a severance package? What does the majority of the 756 facebook fans think about tonight’s latest fiasco at city hall?

    • Why should Senna not be mayor??? Because she holds people accountable for what they have done? Is it the transparancey she wants? Maybe its the fact she wants the politics out of the daily operations of the city which cant happen when you have an administrator who is incompetent of making rationale decisions. She had even wanted to give the hiring and firing powers back to the new adminstrator whomever that may be. She has even dropped the limit of what the Mayor is able to spend without a board vote from $10,000 to $5000. Was our last mayor willing to do that? She is trying to move the city forward. And was apparently trying to do it quietly without La Vergne being in the news with more bad press.

    • I think you sound like a bitter loser!!! The current mayor is trying to clean up the messes made by former administrators, in my opinion & thanks goodness for that. The city is broke & we need to avoid having to PAY for more mistakes. Thank you, Mayor Mosley, for taking the heat!

  6. WOW!!!! So I was at this meeting where the resignation was not accepted. Where do I begin to start….. How about where the GOOD OLE BOY system is still apparently running this city. Ex Vice Mayor Jerry Gann was there. Why?? What is his vested interest in this city? He has been said to reside in Tullahoma. Well had you been sitting anywhere in the area of him you would have heard him say “he did just like I told him to do!” This was referring to newly elected Tom Broeker who had just made it clear that if the city was going to start doing things the right way they needed to start with this man…. Mark Moshea and give him at least 6 months pay for resigning. Mr. Broeker what cave have you been living in? Mr. Moshea has cost this city millions over the years. Lawsuits, Lawsuits, and more Lawsuits. Not to mention the illegal things he has city employees do or tried to get them to do to cover up screw ups. Or have you not been living in a cave and Mr. Moshea has dirt on you too, as we all suspect he has on the other 2 alderman who voted to keep him. How can the city move forward when we are going to pay a man to leave and take 6 months of salary with him?

    I believe this was a terrible injustice to Mr. Moshea also. He had signed the resignation and was ready to move on without all of his dirty laundry being aired out. Now you have chosen his fate for him. We all know Mayor Mosley will not stand back and watch him single handed ruin our city without a fight. Apparently our Vice Mayor has done enough research to know what the citizens wanted he did make the motion to accept what Mr. Moshea had signed. I am truly appalled by the actions of the 3 alderman tonite.

    I thought the citizens had spoken clearly when we voted that we wanted the good ole boy system gone!! Apparenty we had the wool pulled over our eyes. Good luck getting elected for anything else!!!!

    So we as a city now get to be in the “spotlight” again for looking like FOOLS. We have to relive the Kathy Paine BS…… Did you ever stop to think there was a reason Mr. Moshea had his hiring and firing powers taken? I really am not surprised that Dennis and Sherry voted to keep him. I mean seriously Dennis has one of the biggest eye sores right in the middle of town. Of course he doesnt want anything to change. He has been overheard on several occassions stating that he will do everything in his power to make the new Mayor look bad. Sherry on the other hand appears to be lost in her own little world playing the sweet little innocent granny. Come on and give me a break no one is that far out there.

    All this being said I say bring on the dirty laundry lets hear what all the “city administrator” has done over the years. With any luck we will see him and some others prosecuted!!!!! Go Mayor Mosley!!!! IT IS TIME TO MAKE AN EXAMPLE OUT OF SOMEONE! You tried to play fair now its time to take the gloves off!!!!! At least we have 2 people on the board who will do what is right. They may be out voted but at least they CARE.

  7. If he made $82K a year he was well compensated for his time in serving this city, this is trival that his separation package can’t be decided. Give him 6 months and be done with it.

  8. I would bet that the three Alderman are: Sherry Green, Dennis Waldron, Tom Broker, newbie.
    Wow, not enough money for his years of service; I do not know of any employee that has received a severances package for offering to leave. He did nothing for the citizens or businesses of LaVergne during his tenure as Administrator, he cost the City a lot of money due to his willful negligence, I know he was nothing more than a YES man for the board (ronnie, sherry,dennis).
    From what I was told, Senna has cut the leashes off of the employees and wants the rules enforced. I have been served notice about one of my signs
    ( a portable sign) being illegal. I have to move it and obtain a permit if I wish to keep it up, but there are now restrictions. I called the Building Official (Derek Beard), whose name is on my notice and I asked him why this was just now being done if the rule had been in place for a while. He stated the Previous Administrations did not want certain provisions enforced so they were not allowed to enforce them; he then stated that Senna wanted to clean up La Vergne and that the Codes Department will not receive any interference form anyone while enforcing any Rule that they have on the books. I was not happy but I will admit my sign was illegal but so is City Halls sign, I was told that the Mayor herself went to the Codes Department and applied for a temporary sign permit and that the sign was going to be moved behind the utility poles. Mr. Beard explained the rules to me, told me how to obtain the proper permits required and said that they were just getting started with clean up efforts. I asked what the penalties were for not doing what was being asked; the fine could be $50 per day because each day can be considered a separate violation, plus court cost. That can add up and the violator will have to go to City Court because all citations will be written as a Mandatory Court Appearance.
    Get ready LaVergne, if they will go after City Hall; It must be ON.

    • Thank you for your post. It’s about time the Codes Dept. was allowed to do their job and make ALL people abide by the rules on the books. It will make La Vergne look so much nicer.

  9. Charlie how can they afford to give him half of his salary to do nothing. Are they going to set the precendent to pay everyone has done wrong by the city by paying them 6 months salary to go away? If so I want a city job where I can do whatever and never be reprimanded and then get payed to just leave. You are correct I had almost rather see him payed and just got but what are they saying to the rest of the employees if they do this?? Basically be a bad employee its ok we will pay you to just leave.

    I still stand firm on saying the board denying him what he agreed to is an injustice to him at this point. Now he is going to have his history of mis management follow him forever. How can he come back a do his job now? Why would he even try to do it at this point. He will think he is invincible.

    • I’m just spitballing a 6 month figure, make it far less as far as I am concerned. Only reason They city was going to pay him to go away regardless obviously.

  10. I work for the City and I can say Moshea screwed me over. At the request of the former City administrator,6 employees started taking Spanish classes at Motlow at night on their time. At the end of the second semester I was the only one left. I was going to have to continue classes at MTSU. The former administrator was going to make my classes mandatory so the City would pay for them up-front. He ended up leaving, Moshea said no, I didnt even get a thank you for taking classes that the City asked us to take.
    I also used to be the Fire Marshal for the City and an Assistant to the Commissioner of Commerce and Insurance as a Deputy State Fire Marshal. A commercial warehouse in La Vergne was hit by a tornado; roof collapsed, tilt up wall panels collapsed, etc.. Even though I followed the instructions of the design engineer who was on site; when I made the tennants get out due to bad weather moving in, Mark Moshea and Ronnie Erwin met on site with the VP of Nissan who needed his parts out of the building, they decided to override my decision and let the tennant back in the building. I was shortly thereafter removed from the position as Fire Marshal, in Violation of State Law. I filed a complaint with the EEOC, they said that I did not have a case with them but that they would write me a letter which I would then be able to file a lawsuit. I declined the letter because I am not sue happy; in retrospect i should have sued, got the money, got my job back and laughed at them. Hell it worked for the assistant police chief.

  11. Here’s where I have an issue with this. First, let’s just forget the drama of his job performance in the views of different people.

    My concern… Is it not the fiduciary duty of our elected officials to exercise their decisions on behalf of the city, it’s residents (and taxpayers)?

    Mr. Moshea had already agreed to and signed the paperwork of separation at a cost that I would guess to be significantly less than what three of the board members want to pay out. Did any of these members consider for even a second the fiscal position of this city they serve before voting no?

    Perhaps a reminder is needed that the needs of the many outweigh the needs of the few… or the needs of the one in this case. I find it distasteful that my taxpayer dollars are to be used for someone’s golden parachute.

  12. Man oh Man do Senna & Chris have their work cut out for them.
    The “good ole boy network” is alive and well with Sherry (What should I say now?) Green, Tom (Screwed up the city’s baseball and softball leagues, now turn me loose on the rest of the city)Broeker and Dennis(yes I can be bought)Waldron. These 3 don’t feel that Mark Moshe got his pockets lined enough at city expense and want to pay him more.
    Oh and why does Mike Slinker come to our meetings – he doesn’t live in LaVergne & obviously didn’t get the message from the election.
    Senna & Chris, the voters spoke loud and clear and have got your backs – don’t let Senile Sherry, Tactless Tom & Deceitful Dennis continue to put their and their friends interests before the interests of the City of LaVergne.

  13. I think we should fight this as the citizens of La Vergne. Since he signed the paperwork then he agreed. It should be binding like a contract & not be up to a select “few” who want to go against Mayor Moseley. There were obviously some who should have been voted out in the last election & some who should have never made it in.

  14. I think a more reasonable request should be he owes us a refund. Since the three aldermen seem to feel sorry for him and don’t feel as if he’s being compensated enough for taking so much from the city why don’t they just cut him a check out of their own accounts? Its so easy to give money away when it isn’t yours personally! I did not vote for these three and it just goes to show why. There is no longer a place for this type of politics in La Vergne and we the citizens are not gonna take it lying down and shoved down our throats anymore!

  16. It appears that in parts of the country where people are sensible, a three-month severance package is a generous offer.

  17. Severance packages are all well and good for lay offs, but he resigned. Aside from wallstreet, I’ve not heard of offering severance/separation packages when people voluntarily (perhaps I’m assuming too much here) leave their jobs. I don’t think he should have one at all.

    • I saw it happen with the company I work for, it was either take this or take nothing under the covers, but the story to the employees were such and such was retiring, or some other random excuse that wasn’t true.

      • I am guessing that avoiding {{{this}}} is why a separation package was there in the first place… to keep his departure civil, amicable, and on good temrs. The “no” votes are likely going to cost the man his reputation and the city more money. Pity.

  18. Most companies when someone quits doesnt pay them any money so why should the city even pay him for the 3 months? If i resigned from job today I know the owners would give me a package deal. This really should make people in town very upset and if this does then you should speak up and voice it! Senna has her hands full with all the BS that was left for her and I hope that can clean things up without anymore problems. She is doing things the legal way which I know that Green and Waldron know nothing about. The people spoke at the polls and this should be the message to those that are against all of this. You will not be voted back into office next election because your not listening to those that matter( the people of La Vergne).

  19. From an HR standpoint, does anybody know if Moshea had a formal employment contract? Most senior executives do, and it guarantees them “X” amount of dollars for every year of service, unless they’re convicted (notice I say “convicted” and not “accused”) of embezzlement, criminal activity, etc. And what else was in the severance package besides salary? Health benefits? Pension? This could end up costing a whole lot more than six months’ salary.

  20. Now that these events have played out, it’s time to start asking why. What do those three Board members have to gain (or lose) by trying to get Moshea more money or by postponing his resignation?

    Why is the former Vice Mayor so interested that he felt the need to show up to what should have been a simple vote? His presence at that vote seems to say a lot. What does he gain or lose?

    Is it all just for loyalty?

    • The thought has crossed my mind that they are just trying to stop the new mayor from hiring a new administrator and making progress on her agenda. It sounds like some of these people have a serious interest in maintaining the status quo. I am wondering exactly why that may be.

  21. In my opinion, some may be afraid of what may come out of those HR files — too bad, it’s probably going to happen now & the finger may point to wrong doings of more than Mr. Moshea. No one wants to “go down” alone. There might just be a few folks shaking a little right now. Strange that the former vice mayor was there & made audible comments following the vote. Very strange . . . As far as having the Codes Dept. do their job — bravo! It’s time we clean up the City and make EVERYONE abide for the rules & regs.

  22. To LaVergne Resident — do you not want the City to to be a place that we are all proud of? Senna has voiced her displeasure of Moshea’s actions over the past few years. BUT there is documentation to back up her comments & nothing was done illegally — everything was done above board & more & more employees are not opening up and giving details of unethical and inappropriate practices at City Hall. It’s time to clean it up. You shoud be very proud to finally have a mayor there who is willing to do just that. Way to go, Mayor! I hope the rest of the board opens their eyes & helps you do your job!

    • Teresa, I do not know you. I do agree with you. I am a citizen of LaVergne for over 30 years. I agree with the fact that each Alderman and Mayor should make their own mind up. Sadly, we are in the minority, due to the fact that this site is totally behind Senna, I do not personally know Senna, but this site keeps referring to the good ole boy network. Isn’t the same in reverse if you dont agree with all that Senna wants, you are part of that network, but if you agree with all that she says aren’t you a part of that network. I am not sure how many people know me, but I also love LaVergne and plan on running for election in the near future. I personally know Tom Broeker and Steve Noe, and guess what I call them friends, but I also know that we do not see EYE to EYE on everything. We have to come together as community weigh out what is in front of us and determine what is best. We have the power to put the Mayor and Alderman in place and we have the power to replace them. Just take notes and vote the way that helps our community.

  28. Moshea did not have a contract. He started going after the job as soon as Don Pickard left. At ont time Moshea did ask the board for a contract or a severance package, not approved.

Doesnt everyone want a better city to live in? stop your gripping and let her do her job to make La Vergne a much better place to live in.     • I agree with Mark, If everyone thinks there is not going to be any bumps and hurdles to cross then they are living in a fairy land. We have elections to put people in office to handle things because we have not the desire nor the knowhow to do it ourself.
      If they do good then pat yourself on back, if do bad then kick yourself in butt and MOVE ON. Mayor Mosley and the board will work it out and some of us will have our feelings hurt and our minds warpped. BUT The bottom line is JUST CHILL, no one said it was going to be easy. They will agree to disagree and that’s a good thing.

      • Good point Steve, They will not always agree, just need to agree to disagree. For community to move forward we have to understand that. Just because not everyone votes the way that Senna wants them to does not mean that they are against her, or are part of some Good Ole Boy Network. Jsut think back some of your best friends are the ones who have the guts to tell you that ” this is not right “, hte ones that just go along all the time are not “leaders” they are just “followers”. I am not sure about the rest of you, but i want LEADERS, not followers.

  33. Y’know, I guess the difference for me regarding the good ol’ boy network vs. the not- good ol’ boy network is semantics more than anything. When you get two opposing viewpoints together, you have different viewpoints on each side, people start running, screaming “clique!” and drama ensues.

    I don’t understand why people would be so shocked that Senna would want a different city administrator in office. Mr. Moshea’s antics over the years have cost the city bundles of money. Senna, I assume, wants a city administrator she can trust. Shocking.

    Now, what is surprising to me is Tom’s vote. Tom, where you had me really liking you was you commitment to financial responsibility. And now you seem to be saying that 3 months’ salary is not enough? How in the world is that financially responsible?

    Personally, I think 3 months’ salary is too much, but giving it to him so he’d get on up out of there, I understand. I also assume the man has a family and the money is to help him buy the time he needs to find another job. He signed the papers, it apparently was reasonable to him at the time.

    Oh, well. we’ll see how this special meeting goes. And look, naysayers, I’m writing this under my real name. I assume y’all all know where I stand on things anyway.

  34. Perhaps I look at the world through rose-tinted glasses, but in my gut I think our elected officials will do the right thing in the end.

    Do your homework. Read what you need to read. Talk to who you need to talk to. Do not be influenced by emotions… stick to the facts.

    Vote on what needs to be done to get LaVergne moving forward in a positive, energized way. Make us proud!

Like i said before if you dont like it then move or run for office yourself but if you do you will have those that say you cant do anything right too.

    If you want positive change then get involved with your city…go to meetings, join a board, show your support. dont just complain online to others do something about it! dang the negitivty with some people makes me want to PUKE!!!

  36. Mr. Vera, I don’t know you either, I am also a long time citizen of La Vergne. I, sir also agree that each Alderman and Mayor should make their own mind up. I also think that each citizen should have the same opportunity. But I think that these should be educated decisions by our elected officials. You, sir must be new to this site because we have held Mayor Mosley’s toes to the fire several times. We have not always agreed with her, but she has always answered our questions. Mr. Vera, Mayor Mosley is working for everyone on this site, and that is why we respect her. Mayor Mosley was asked (by the way it was on this site) if she were elected Mayor how would she fill her seat, she said the only fair way was to use the election results. I thought to myself she must think that we are dumb a***** if we believe that. Mayor Mosley did what she said she would do if elected. Sir, Mr. Broeker was appointed not elected and it was the Mayor that made that motion to nominate your candidate. Hope that decision don’t come back and bite her in the a**. Looks like she may have gotten a nibble the other night. She won the respect of this site and yes me. I guess I am having a hard time understanding all the BS regarding her trying to fight for this city, and how did she all the sudden became an enemy with Tom Broeker? I know the people on this site are asking very good questions and sorry they are correct when stating the facts regarding this whole situation. Maybe you should ask Mayor Mosley questions before passing judgement. I sure did. Just a thought. Hey she gave out her email address and phone numbers. By the way, she also has an open door policy at city hall. What a concept, a Mayor that will talk to you and tell you the truth. Like it or not.

    • Justin, I appreciate that response. I am not against Mayor Mosley, I do not personally know her. What I was stating is that not all or should they all agree with her or any other mayor all the time. We have to come to a common ground, I know that you cannot please everyone all the time, they have placed themselves in postion to be wrong more of the time then to be right. What I was stating is that just because they do not votethe with her or Chris on all issues does not mean they are against them, or it is the good ole boy network. I do apolagize to the adminstrators of this site, I was mistaken for saying that this site is saying that their is a Good Ole Boy Network, Their are more on here that believe that than not. To clarify, I do know Tom, and from the outside do not agree with the vote to refuse, but I am looking from the outside. I do not know or understand why they voted for or against. Just because I know Tom does not mean I will automatically assume he did the right thing. I will ask him, same should go for those who support any of the candidates, do not assume they are doing the right thing just because you know them. Ask questions, educate yourself and make your own un-bias decisions.

      • Thank you, Mr. Vera. I would actually like to see EVERY board member make decisions after having read or researched the information themselves. Having an independent thought and making an intelligent decision is what I would hope everyone wants!

      • Maybe you should contact each & ask WHY they voted the way they did before slinging mud at the Mayor & Vice Mayor. Could it be that they were the ONLY ONES interested in the file complete with reasons for Moshea’s departure? My opinion is that the other 2 didn’t want to go there & possibly Mr. Broker just didn’t know to seek all the details before the vote. This item could have/should have possibly been deferred in all fairness to Mr. Broker so he had the opportunity to seek more info, although that should have been done at the workshop prior to the meeting. Hopefully the special meeting will take care of this & after the file is opened up & reasons given (which I’m sure Moshea would rather not happen) this whole matter will be put to rest & the city can move forward in a possitive manner. All this conversation is getting old & nothing accomplished. It’s time to pull together for La Vergne. The Board has to work together or nothing good will come from it. Mayor Mosley has a lot of cleaning up to do & has started in a very possitve way. Have you seen how much nicer everything looks at City Hall — have you noticed a much improves atmosphere there? People want to do their jobs & have a pleasant work enviornment. Good things will happen — and it’s way overdue!         Thank you. I was just tired of people on this site pitting the Mayor and the new alderman Mr. Broeker against each other. They are not from what I have seen and heard. I really do feel that for the first time we may accually have some good leaders working for us. I did not agree with Mr. Broeker’s vote, but I still think he has a lot of potenial if given the chance. Tell me what you stand for and I might vote for you. All I am asking is for people to stop grouping this group and give them a chance. Hell they have only been togehter for 3 weeks.
